Execution rests on route density and the ability to direct collected material into owned treatment, disposal, and re-refining assets. Operations depend on permits, environmental compliance systems, specialized labor, and safe facility maintenance; Safety-Kleen results also respond to base-oil and blended-oil pricing and collection economics.
