Competes for most projects through bidding, usually serving as prime contractor and self-performing work with its own labor, supervision, and equipment while subcontracting selected specialties. Public agencies and authorities fund the majority of revenue, and operations are principally across North America, with large projects in Canada and the Bahamas.

Relies on fixed-price contracts, cost-to-complete estimates, surety bonds, and pre-qualification; disputes over claims or project costs can reverse previously recognized revenue. Bonding capacity is tied to working capital, capitalization, indebtedness, past performance, and underwriter decisions.
