Builds and rehabilitates roads, bridges, rail lines, airports, ports, dams, water systems, tunnels, and other civil infrastructure for public and private clients. The Construction segment also covers site development, mining, solar and battery-storage projects, while national divisions handle federal, tunnel, industrial-and-energy, and water-well work across the United States and Guam.

Produces aggregates, asphalt concrete, liquid asphalt, and recycled materials through the Materials segment. Owned and leased reserves and processing plants feed internal projects and third-party sales, pairing local market knowledge with selective bidding and collaborative delivery methods.

Operates primarily in the United States, across western, southern, and Midwestern home markets. Government agencies fund most Construction revenue; results therefore depend on public infrastructure appropriations, procurement compliance, materials permits, and controlling labor, material, and subcontractor costs under fixed-price and fixed-unit-price contracts.
