Customer work is concentrated in West Virginia, Virginia, Ohio, Pennsylvania, and Kentucky, with additional activity across nearby states. Contract awards usually come through competitive bidding, where price and timely completion matter; execution depends on construction labor, union relationships, materials, bonding, weather, and backlog conversion.
